The short answer
Illinois Gaming Board regulators, acting with the Attorney General, sent cease-and-desist letters to roughly 65 sweepstakes operators, ordering them to stop offering prize play to Illinois residents or block the state, and warning that ignoring the order could bring civil or criminal penalties. Almost all of them ignored it. A separate bill that would have written an explicit ban into law stalled in committee and hasn't passed. So the sites are available, but the order standing over them hasn't gone away.
What the cease-and-desist order means for you
The risk isn't that playing is illegal for you — enforcement here targets operators, not players. It's that you'd be playing on sites a regulator has formally told to leave, even though they didn't. If an operator later decides to comply, or is forced out by a future enforcement escalation, accounts and unredeemed balances could be affected with little warning.
